The Borough’s Regeneration Framework 2007 -2021 sets out the long term strategy for achieving sustainable and ambitious regeneration and growth up to 2021 and beyond. It emphasises the importance that the town centre has to play in driving growth and prosperity for all of the Borough and the sub region.
In response, the Council has adopted the Southend Central Area Masterplan (Final Report March 2008) as interim planning guidance for the town centre pending adoption of the Southend Central Area Action Plan DPD now in preparation.
The Masterplan establishes a framework for guiding future development linked to a programme of public investment and sets out a planning and urban design agenda to deliver a step-change in the quality of the town centre. It identifies also a series of Key Sites and describes how these could be developed and/or improved to promote and encourage private investment.
